I am proud to announce that I have received the endorsement of the Chicago Federation of Labor (CFL). The CFL is a group of local unions that dates all the way back to the Haymarket Affair in 1886. It is an organization that represents the men and women that made Chicago the wonderful place it is today. The CFL is much more than just the history of Chicago, it is the present and future of our proud workers!

I am humbled by the fact that I was endorsed unanimously. This means that I earned the votes of not only the CFL, but also AFSCME, Firefighters Local 2, the International Brotherhood of Teamsters, CTU, IBEW, SEIU, UFCW and many others. These are diverse organizations that share my goal of bringing high skilled, well paying jobs to the 36th Ward and Chicago.

January 10, 2015 (CHICAGO, IL) — Candidate for the 36th Ward Aldermanic Seat, Gilbert Villegas, received the endorsement of the Fraternal Order of Police (FOP) Lodge 7 this week.

FOP Lodge 7 represents roughly 9,000 active Chicago Police Officers and thousands more Police retirees.

“I am humbled to have received this endorsement by the individuals who are on the front lines everyday in our city, this is truly an honor for me,” said Gilbert Villegas. “I made a commitment early on in this race to make public safety a top priority for the 36th Ward. This is not just rhetoric for me, just as I served my country, as Alderman I will be in the front lines with Chicago’s finest.”

U.S. Marine Villegas is a recognized small business leader in the 36th Ward and the City of Chicago. He has established innovative programs which increased small business participation along with launching on-the-job training initiatives. Villegas recently spearheaded the efforts behind the passage of two Illinois Senate Bills (SB 351 and SB 3249), ensuring that minority and women owned businesses have a principal opportunity to participate in state funded projects.

The new 36th Ward boundaries include Montclare, Galewood, Schorsch Village, Hermosa and Belmont-Cragin. Villegas is a long time resident of the Northwest side and lives in the Montclare neighborhood.

The Grand Lodge of the Fraternal Order of Police is a non-profit organization that was formed under the laws of the Commonwealth of Pennsylvania on November 17, 1915. On January 7, 1963, the Grand Lodge granted a charter to FOP in Chicago establishing Lodge No. 7, as a subordinate lodge with full power under its jurisdiction for the City of Chicago.

Participatory Budgeting is the future for the City of Chicago. The resources of the Ward belong to the residents, and therefore the residents should make the decisions of how those resources are used.

Participatory Budgeting has already been extremely successful in the 22nd, 27th and 49th Wards. In 2009, Alderman Joe Moore from the 49th Ward was the first elected official in the United States to institute Participatory Budgeting. You only have to look at the 49th Ward to see how well Participatory Budgeting works. Alderman Moore deserves a great deal of credit for his foresight and we look forward to working with him and his team! In Alderman Moore’s most recent round of Participatory Budgeting, he had 1,793 residents actively participate and together they decided on some great projects including work on the streets, sidewalks and parks. The 36th Ward deserves this same level of responsiveness from their Alderman and I hope to be the one that makes the new 36th Ward a Ward of the people, by the people, for the people. I will make sure that every dollar that goes to City Hall from the 36th Ward, comes back to the 36th Ward in the form of city services.

To be clear, as Alderman I will immediately institute Participatory Budgeting because these Menu dollars are tax payer dollars. It only makes sense to let taxpayers decide how their tax dollars are spent. Once we have a venue in place for our initial meeting in January I will invite all the residents of the 36th Ward. Current 36th Ward Ald. Nick Sposato, Congressman Luis Gutierrez, State Senator Iris Martinez, and Alderman Proco Moreno endorse Villegas.

November 17, 2014 (CHICAGO) — Gilbert Villegas filed nominating petitions today for the aldermanic race in Chicago’s 36th Ward. Nick Sposato, current Alderman of the 36th Ward, will be running in the newly redistricted 38th Ward and has announced his endorsement of Villegas.

Villegas’ 5,000 signatures is over 10X the amount of signatures needed. Villegas has been active every day knocking on doors and talking to residents in every precinct of the ward.

“I feel that an Alderman is elected to be the voice of residents in the ward. When I see the challenges we face with our youth and how vulnerable our seniors are, I realize that we need an Alderman who is on duty 24 hours. As a Marine I know what it means to serve 24 hours, our residents deserve no less.” said Gilbert Villegas. “I am also very concerned about our veteran population, I strongly feel that all elected officials should come together to ensure that we are taking care of those who have made the ultimate sacrifice for our freedom.”

A U.S. Marine, Villegas served during Operations Desert Shield/ Desert Storm. His responsibilities included coordination of logistics and deployment of equipments needed for daily operations during Desert Shield/Desert Storm. Villegas was honorably discharged after serving his country for four years, during which time he received numerous awards and honors.

According to the study, Chicago ranks 95th in the economic wellness category for our Veterans. Chicago also ranked 91st when it came to the environment, education & health of our Veterans. Other metrics the study looked into included:

  • The percentage of military skill-related jobs
  • Veteran unemployment rate
  • Number of VA facilities per veteran population
  • Veteran population

I am a Marine and a candidate for Alderman in Chicago. You can imagine how outraged I was to read these findings. It was already evident that we could be doing more for our veterans, now I plan to take a lead on these issues. Chicago City Council will soon be losing an important voice for our veterans. Jim Balcer, who served as a U.S. Marine during the Vietnam War, will be retiring. You can bet that I will be a strong voice for our Veterans if elected.

Aldermen are responsible for representing their constituents and leveraging resources for their community. That being said I still feel that ALL elected officials should come together to ensure that we are taking care of those who have made the ultimate sacrifice for our freedom.10af535

As a candidate for Alderman of the 36th Ward, I have already made our veterans part of our core issues. I have made a commitment to train our staff to identify and understand resources that are available for Veterans at the City, County, State and Federal level. It is now apparent that we also need to reevaluate how we serve our Veterans at a City wide level.

In the next months, I will be reaching out to Veterans and stakeholders to strengthen our plan to make Chicago one of the best places for our Veterans to live. I hope you will join me.

Mr. Villegas was assigned to the 2nd Light Anti-Aircraft Missile (LAAM) Battalion in Yuma, AZ prior to his deployment to Operation Desert Shield/Desert Storm. Mr. Villegas was honorably discharged after serving his country for four years. Mr. Villegas received numerous awards and honors while in the U.S. Marines.

Gilbert Villegas was the Chief of Staff at the Illinois Capital Development Board. As the construction management agency for Illinois state government since 1972, the Capital Development Board (CDB) oversees the construction of new state facilities, colleges and university classroom buildings, mental health hospitals and state parks. In addition, CDB is responsible for renovation and rehabilitation projects at the State’s 8,441 state-owned buildings containing more than 96 million square-feet of floor space. Mr. Villegas oversaw a staff of 124 State personnel and a $25 million dollar operating budget.

VILLEGAS DEVOTED TO CREATING JOBS

In these tough economic times with millions of Americans looking for work, ABC7 is putting the spotlight on a man who is helping to create jobs.

As ABC7 continues to celebrate Hispanic Heritage Month, the focus is Gilbert Villegas Jr. Gov. Pat Quinn recently appointed him to the Illinois Capital Development Board, which is in charge of all state buildings.

He oversees $3.7 billion for capital expenditures of all 8,441 state-owned buildings in Illinois. Villegas is in charge of construction and renovation of all state facilities, universities, colleges and hospitals.

The former U.S. Marine who served four years during Operation Desert Storm serves his state by creating opportunities and jobs for a diverse population. He has been recognized as a leader in promoting business opportunities.

“We’re going to be really busy as we get people back to work , it stimulates the economy and makes it more attractive for businesses,” Villegas said

Villegas spearheaded the passages of two state bills, ensuring minority and women-owned businesses have an opportunity to participate on state-funded projects. He travels around the state conducting workshops and introducing prime contractors to sub and minority contractors. On Wednesday, he was at at St.Augustine College on the North Side.

“Gov. Quinn’s main objectives to make sure that everyone has the opportunity to bid on these projects,” Villegas said. “When it comes to participation on our projects, we want to see a diverse group.”

Said business owner Sara Munoz, “This way the minority and female advantage are intertwined and get to be a part of those contracts.”

Villegas toured the Thompson Building with an electrical contractor to see how they are retrofitting the lighting system throughout the building for LED lights. This must be done in all state facilities.

“This is going to be a huge savings to the for the state of Illinois. It will make (the building) a lot brighter and it is a quick, shovel-ready project?to get people back to work.”
